Maryland Notary Requirements
ACCEPTABLE IDs FOR A MARYLAND NOTARY
Md. Code, State Government § 18-206
Md. Code, State Government § 18-206 (Evidence of identity of individuals). (a) A notarial officer has personal knowledge of the identity of an individual personally appearing before the notarial officer if the individual is personally known to the notarial officer through dealings sufficient to provide reasonable certainty that the individual has the identity claimed. (b) A notarial officer has satisfactory evidence of the identity of an individual personally appearing before the notarial officer if the notarial officer can identify the individual: (1) by means of: (i) a passport, driver's license, consular identification, or government-issued nondriver identification card; or (ii) another form of government identification issued to the individual that: 1. contains the signature and photograph of the individual; and 2. is satisfactory to the notarial officer; or (2) by a verification on oath or affirmation of a credible witness who is: (i) personally appearing before the notarial officer; and (ii) known to the notarial officer or whom the notarial officer can identify on the basis of a passport, driver's license, consular identification, or government-issued nondriver identification card. (c) A notarial officer may require an individual to provide additional information or identification credentials necessary to assure the notarial officer of the identity of the individual.
STATE IDs
Maryland requires a current, state-issued identification bearing a photograph and signature.
Documents qualifying under this standard remain subject to your judgment as the notary that the identification presented is satisfactory.
*Acceptable only if the License to Carry/CHL card bears a photograph and signature - verify on the card presented; some states' License to Carry/CHLs do not.
**Maryland does not issue this credential.
FEDERAL IDs
Maryland requires a current, federally issued identification bearing a photograph and signature.

GOVERNMENT EMPLOYMENT IDs
Maryland requires a current, government-issued identification bearing a photograph and signature.

Maryland accepts county inmate identification as listed below.

Maryland requires a current, foreign-government issued identification bearing a photograph and signature.

*Most foreign driver's licenses bear a photograph and signature; verify the signature is present before accepting - some countries do not include one.
CREDIBLE WITNESS(ES)
Maryland (Md. Code, State Gov't 18-206(b), Revised Uniform Law on Notarial Acts) accepts a verification on oath or affirmation of a credible witness appearing before and identified by the notary; the oath is the act.
PERSONAL KNOWLEDGE

Journal Rules
Md. Code, State Gov't § 18-219
Md. Code, State Gov't § 18-219 (Journal): (a) A notary public shall maintain a journal in which the notary public chronicles all notarial acts that the notary public performs. (b)(1) A journal may be created on a tangible medium or in an electronic format. (b)(2) A notary public shall maintain only one journal at a time to chronicle all notarial acts performed regarding tangible records, and one or more journals to chronicle all notarial acts performed regarding electronic records. (b)(3)(i) If the journal is maintained on a tangible medium, the journal must be a permanent, bound register with numbered pages. (b)(3)(ii) If the journal is maintained in an electronic format, the journal must be in a permanent, tamper-evident electronic format that complies with any regulations adopted by the Secretary of State under § 18-222. (c)(1) An entry in a journal shall be made contemporaneously with performance of the notarial act. (c)(2) An entry shall contain: (i) the date and time of the notarial act; (ii) a description of the record, if any, and type of notarial act; (iii) the full name and address of each individual for whom the notarial act is performed; (iv) if identity of the individual is based on personal knowledge, a statement to that effect; (v) if identity of the individual is based on satisfactory evidence, a brief description of the method of identification and the identification credential presented, if any, including the date of issuance and expiration of any identification credential; (vi) the fee, if any, charged by the notary public; and (vii) an indication of whether the notarial act was performed with the individual in the physical presence of the notary public or by means of communication technology. (d) If a journal is lost or stolen, the notary public shall promptly notify the Secretary of State on discovering that the journal is lost or stolen.

Notary Fees
Md. Code, State Gov't § 18-107
Md. Code, State Gov't § 18-107 (statute - delegates to COMAR): (a)(1) The Secretary of State shall adopt regulations to establish fees, not to exceed $25 for an original notarial act, and an appropriate lesser amount for the repetition of that original notarial act or to make a copy of the matter addressed by that original notarial act. (b)(1) A notary public may charge the prevailing IRS mileage rate for business travel per mile and a fee not to exceed $5 for travel required for the performance of a notarial act.
COMAR 01.02.08.02 (Charges and Fees - the operative fee schedule): A. A notary public may demand and receive a fee of no more than the following for the performance of an original notarial act: (1) $8 for the performance of a notarial act. B. When requested to notarize more than one copy of the same record signed at the same time by the same person(s), the notary may demand and receive $8 for notarizing each signature on the original or first copy, and $4 for each signature on each additional copy of the same record. C. For reproductions of a notarized record or journal entry by photocopying or other means, not more than $2 for each copy. D. Reimbursement at the prevailing IRS mileage rate for business travel and a fee not to exceed $5 for travel. E. A notary public may charge $6 for certifying a copy of a record in the notary's journal.
